Background

Team Credence, through the Humanitarian Assistance Support Contract (HASC), provides operational and administrative support to the State Department enabling United State Government (USG) humanitarian assistance. Global Emergency Group, Inc. (GEG) is the Field Programs Support (FPS) lead for Team Credence and HASC.

Founded in 2007, GEG supports Team Credence on the HASC through the provision of operational and monitoring support services to the State Department as it responds to crises around the world. GEG headquarters is near Winchester, Virginia with our global team based globally.

POSITION OVERVIEW

Global Emergency Group (GEG) is seeking a Safety & Security Coordinator (SC) to support operations in the Democratic Republic of Congo. This position focuses on facilitating safe and efficient journey management for GEG staff, enumerators, and visitors, while ensuring operational effectiveness and adherence to duty of care principles. The SC will play a key role in supporting logistical and technical operations, maintaining up-to-date security contacts, and assisting the Field Monitoring Lead (FML) in preparing field missions with detailed route planning and risk mitigation measures.

This role requires close collaboration with the Regional Security Manager (RSM), the Safety & Security Director (SSD) and the FML for the DRC to streamline operations, ensure compliance with safety protocols and continuity of client services.

POSITION REPORTING/COMMUNICATION LINES:

The SC reports directly to Regional Security Manager. The SC will directly support the GEG FML for the DRC to ensure all GEG missions are executed in a safe manner. Regular interaction with the HQ team, Field Programs Director, and local security contacts will also be required.

POSITION DESCRIPTION

The SC will play a critical role in ensuring the operational efficiency and safety of GEG’s activities within the DRC. This position is central to the successful execution of field missions, providing logistical, administrative, and technical support to maintain the safety and security of personnel and assets.

Working in close coordination with the RSM, the SSD and in direct support of the GEG FML for the DRC, the SC will oversee the planning and implementation of journey management protocols for all GEG missions in the DRC, ensuring seamless coordination of travel logistics, risk assessments, and compliance with established security standards. The role requires an analytical approach to synthesizing security information and a methodical mindset to develop and implement operational strategies tailored to the dynamic challenges of humanitarian response. The role will be directly responsible for journey management for all GEG field visits.

The SC will act as a bridge between the operational and security components of GEG’s mission, maintaining a robust network of contacts, coordinating resources, and proactively identifying areas of improvement. This position demands adaptability, attention to detail, and the ability to collaborate effectively with both local and international stakeholders.

POSITION RESPONSIBILITIES

1. Journey Management Planning and Coordination: The SC will design and implement detailed journey management plans to ensure the safe and efficient movement of staff and assets. These plans will involve analyzing potential risks, identifying safe routes, and aligning operational objectives with security protocols. By collaborating closely with the RSM, the SSD, the FML and other team members, the SC will adapt plans to evolving circumstances to maintain operational integrity. The SC will address logistical and security challenges proactively, ensuring the successful execution of site visits while maintaining the safety and accountability of personnel.

2. Security Information Gathering: Gathering and disseminating security information will form a critical part of this role. The SC will monitor local and regional developments using diverse sources, including Implementing Partner focal points, local authorities, and security networks. This information will be used to anticipate risks, adjust operational plans, and provide actionable insights to leadership and field teams. Security information will be directly provided to the RSM, the Security Information Analyst (SIA), the SSD and others at GEG.

3. Site Visit Accompaniment: The SC will be expected to travel with Field Monitoring Specialists (FMS) and FML to site visits. Additionally, when international staff shadow FMS in the field, the SC will travel with the team to mitigate any additional risk introduced by international staff presence.

4. Maintenance of Security Contacts and Networks: Establishing and nurturing a robust network of security contacts across the DRC will be essential. The SC will be responsible for updating and maintaining the organization’s security contact database, ensuring that relevant and reliable sources are always accessible to support mission objectives.

5. Logistical Coordination and Support: The SC will manage a wide range of logistical responsibilities, including transportation scheduling, vehicle maintenance coordination, and accommodation arrangements for field teams. They will ensure that these logistical components meet the organization’s quality and safety standards while addressing the unique challenges of operating in remote or high-risk environments.

6. Real-Time Movement Monitoring and Risk Mitigation: During field missions, the SC will actively monitor the progress of GEG team movements using live tracking systems and other tools (in accordance with the DRC regulations). They will provide regular updates to leadership, identify and mitigate emerging risks, and ensure rapid responses to any incidents that arise.

7. Security Protocol Development and Implementation: The SC will support the development and refinement of comprehensive security protocols under the guidance of the RSM and the SSD. By offering practical advice and conducting pre-departure briefings, the SC will ensure that all team members are well-prepared to adhere to organizational safety standards during missions.

8. Training and Capacity Building: The SC will participate in and contribute to security training initiatives, both as a learner and a facilitator. Sharing best practices and fostering a culture of safety and professionalism will be integral to this responsibility.

9. Operational Start-Up and Support: In the early stages of in-country operations, the SC will play a vital role in establishing key infrastructure. This will include evaluating vendors, acquiring essential assets, and setting up office spaces. By facilitating security training for new team members, the SC will contribute to a seamless operational launch.

10. Continuous Improvement and Professionalism: The SC will consistently seek opportunities to enhance security processes, improve organizational agility, and strengthen the overall operational framework. This includes documenting lessons learned, proposing innovative solutions, and maintaining the highest standards of professionalism in all interactions.

Position Qualifications

Required:

Bachelor's degree in security management, international relations, or a related field. Equivalent professional experience may be considered

· Strong understanding of risk assessment methodologies, journey management planning, and security protocol development

· Proficiency in using live tracking tools, geographic information systems (GIS), and other mapping software for route analysis and operational planning

· In-depth knowledge of humanitarian architecture

· Experience managing and maintaining extensive contact networks for operational and security purposes

· Minimum 2 years of experience living in insecure, international humanitarian field contexts

· Consistent highspeed internet access available during workday to meet the needs of mapping, monitoring, and regular communication with teams

· National citizenship of the DRC

· Mother tongue fluency in spoken English and French, and written English and French. Proficiency in one or more local languages is desirable and will be considered an asset.

Desirable:

Familiarity with humanitarian monitoring practices and standards

· Existing security contacts within the region

Duration

The consultancy contract will commence on the contract’s start date for an initial period of three (3) months that can transition to employee contract in 2026 by mutual agreement, depending on performance and funding.

Travel Frequency

The SC is expected to be based in DRC during the period that they are contracted. The exact number of the days of field visits will depend on the location(s) visited, duration of travel required, and access limitations posed by relevant situations of armed conflict and natural hazards.

Working Conditions

Le Comité de sécurité (CS) se déplacera sur différents sites, y compris potentiellement des zones à risque, selon les besoins, à bord de véhicules fournis par GEG ou ses prestataires. La pertinence de ces déplacements sera évaluée par le CS après consultation du responsable régional de la sécurité (RSM), du responsable de la sécurité des opérations (SSD), du responsable de la sécurité des opérations (FPD) et du responsable de la sécurité des opérations (FML), en tenant compte des informations recueillies auprès des sources locales et des partenaires de mise en œuvre. Le CS respectera les directives et politiques de gestion de la sécurité de GEG, élaborées et appliquées en concertation avec le RSM, le SSD, le FPD et le FML.

Ne pas nuire

Le prestataire de services doit appliquer le principe de « primum non nocere » dans toutes ses prestations réalisées dans le cadre du présent contrat. Il doit également veiller à ce que les données qu’il recueille soient codées et stockées de manière à respecter la confidentialité de toutes les parties.

Aucun partenaire avec lequel le coordinateur de sécurité collabore ne doit faire l'objet de discrimination sous forme de harcèlement ou d'abus sexuels. Le harcèlement sexuel inclut tout comportement verbal ou physique à connotation sexuelle qu'une personne pourrait raisonnablement juger non désiré ou importun, compte tenu du contexte, et qui pourrait nuire à l'environnement de travail. Toute forme d'abus, qu'il soit physique, verbal ou psychologique, est également interdite. Le coordinateur de sécurité est tenu de faire preuve de professionnalisme au travail. Cela inclut, sans s'y limiter, l'abstention de toute consommation excessive de drogues ou d'alcool, le recours à la prostitution, le non-respect des lois locales et tout autre acte susceptible de nuire à la réputation de GEG ou de Team Credence. Tout coordinateur de sécurité adoptant un tel comportement pourra faire l'objet d'une suspension temporaire ou définitive de son contrat.
